What makes windows 98 os best to interface hardware with software/ c programs?

98 was the last OS built by MSFT that allowed applications direct access to the hardware. Since 2000 and even ME I believe (but who wants ME) the direct acces has been replaced by the Hardware Abstraction Layer in the OS. Thus protecting the software form rogue apps that made 98/95 blue screen. Thats a fact.

Not sure . WIn98 is no longer supported by MS and hardly anyone uses it any more.

You should move up to XP.(its still 7 years old)
